General Issues

Air Carrier Economic Authority
Authorizations required to provide air transportation service as a U.S. air carrier or foreign air carrier and a how-to guide.

Accident Plans
U.S. and foreign air carriers must develop and submit an accident plan to the Department of Transportation (DOT) and the National Transportation Safety Board (NTSB).

Airport Access
A legal obligation for airport managers to ensure that all air carriers have reasonable access to essential airport facilities (e.g., gates, slots, apron space, counter facilities, etc.).

Alliances And Code Shares Between/Among Major U.S. Carriers

Passenger Facility Charges
DOT’s authority to authorize a commercial service airport or agency that controls a commercial service airport to impose a fee on each paying passenger of a domestic or foreign air carrier to finance airport-related projects.

Passenger Manifests
Requirement that U.S. and foreign airlines, operating aircraft with more than 60 seats, collect information on the name of each U.S. citizen on the aircraft and request the name and phone number of a contact for that passenger for all flights that have either an origin or destination in the United States.

Slots
Requirement for the DOT to provide increased access to the four U.S. slot-controlled airports (airports where the number of take-offs and landings by airlines are limited). These are Chicago's O'Hare airport, New York's LaGuardia and Kennedy airports, and Washington, D.C.'s Ronald Reagan National Airport.

U.S. Carrier Complaints Against Foreign Governments And/Or Airlines
The DOT's authority to take action in response to anti-competitive, discriminatory, predatory, or unjustifiable activities by a foreign government or foreign carrier against a U.S. carrier.

Foreign Air Carrier Intermodal Authority
Requirement for any foreign air carrier seeking to provide or control the surface portion of international cargo services beyond a 35-mile zone of the airport or city limits to have additional authority from the DOT.

Foreign Air Freight Forwarders
Requirement that any non-U.S. citizen who undertakes the indirect (that is, other than aircraft operation) transportation of property either within or outbound from the United States must first register with the DOT.

Foreign Carrier Licensing
Requirement that a foreign country airline seeking to provide service to/from the United States must obtain two authorizations from the DOT.

Canadian Air Taxi Operators
Requirement that most foreign country airlines seeking to serve the United States must obtain economic authority in the form of a foreign air carrier permit from the DOT. Specific requirements apply to Canadian operators.
