HUBZone Empowerment Contracting
The SBA administers the HUBZone Empowerment Contracting program, which encourages economic development in historically underutilized business areas through the establishment of preferences. Minority Business Development Agency (MBDA)
Part of the U.S. Department of Commerce, the MBDA promotes the growth and competitiveness of minority business enterprises. MBDA provides funding for a network of Minority Business Development Centers (MBDCs), Native American Business Development Centers (NABDCs), and Business Resource Centers (BRCs) located throughout the country. These Centers provide one-on-one assistance in writing business plans, marketing, management, and technical assistance and financial planning to assure adequate support for business ventures.

SBA 8(a) Business Development Program
This program, named for a section of the Small Business Act, is a business development program created to help socially and economically disadvantaged individuals, who are owners of a small business and have a potential for success, to compete in the American economy and access the federal procurement market.

SBA Small Disadvantaged Business Program
The SBA's minority development programs are intended to help build community-based small businesses, which in turn revitalizes neighborhoods, creates jobs, and encourages economic growth. SBA uses a number of assistance intervention tools, ranging from contract support to low-interest loans for site acquisition, construction, and the purchase of new or upgraded equipment.
